COMMENT Environment Agency (Mr Martin Barrell)

Summary:

Support reference in policy DM23 to Sequential Test. EA has not seen evidence of it being applied to the preparation of the Local Plan. This is a key issue for all proposed allocations.
Current policy needs updating and rewording for clarity. The future need for CIL or other contributions towards tidal and fluvial flood management interventions needs further exploration in policy to reduce flood risk in the Borough.

COMMENT Mr R E COX

Summary:

The issue of water management is not solely related to additional development.

Little or no effort is currently made by the Highways authority to maintain drainage of surface water from roads.

Gullies are not cleared, drainage ditches are filled in by developers and owners of drainage ditches are not contacted to ensure maintenance.
Essex County Council needs to be strongly criticised in this respect.
