SUPPORT Gladman Development (Mr P Isherwood)
Gladman support the provision of distinct housing types to meet the needs of all areas of the community, in particular the provision of care homes and extra care facilities both within and potentially outside settlement development boundaries. However it is important for the Council to make distinctions between house types and to ensure that they do not conflict the provision of specialist housing with that of general market housing for the purposes of meeting its housing requirement and establishing a five year land supply position.

Support the recognition in the draft Local Plan of the needs for older persons and specialist housing however policy DM10 is not strong or specific enough, and will not enable a range of accommodation to be delivered for older people. The provision of lifetime homes as set out in policy DM12 will not facilitate the diversity of housing choices required for older people in Colchester, nor meet
SHMA requirement for 94 units of sheltered and extra care accommodation. Need to strengthen policy DM10. Plan needs to say more about older people's housing with care needs in particular.

OBJECT Persimmon Homes (Ms Anna Davies)
The policy is unsound given the lack of precision and evidence available.
It should be amended to clarify how the council expects the garden communities to contribute and the balance to be provided by way of other sites.
Large strategic sites are not appropriate locations for self build.
Should the council be minded to include a requirement we consider the words 'subject to viability' should be inserted to allow flexibility.

COMMENT Essex County Council (Matthew Jericho)
ECC welcomes reference to Independent Living in paragraph 7.53. The following additions should be made as follows:
"After '297 additional units' include (124 rental: 173 ownership). The date of the position statement is now 2016"
ECC further recommends specific reference to Independent Living within Policy DM10. My client objects to the explicit requirement to provide Lifetime Homes for older people. The needs of older people within a development can be catered for in many ways. The wording of policy DM12 also makes the need to refer to this unnecessary. My client also considers that it is important that this policy does not restrict the design to a particular standard that may not be appropriate or necessary for an individual scheme. It is also noted that this part of the policy cross-refers to policy DM10 rather than DM12. Policy wording changes suggested.

Whilst this policy as presently worded mentions CBC's aspiration to 'secure a range
of housing types and tenures' it is not clear how CBC 'will require developers to demonstrate how their proposal will be capable of meeting and adapting to the needs of its increasing numbers of older residents'. This policy needs to be strengthened in some way.
