COMMENT Essex County Council (Matthew Jericho)
ECC supports the statement in paragraph 7.6 that community facilities are an essential element of sustainable communities. ECC would recommend there is a need to ensure local such facilities are in place to coincide with the completion of different phases of development. This will need to be progressed through the IDP to support the Pre-Submission Plan. The ECC Library Service and Essex Youth Service seek opportunities to work with partners and local people to provide multi-purpose community hubs (where uses are compatible) and would welcome discussions on a site by site basis. COMMENT Myland Community Council (Mrs Harris)
Statements regarding local facility provision are welcomed. It is vital that the core meaning of sustainability is delivered through services to the community. MCC will work with partners to pursue services contained within the Myland and Braiswick neighbourhood plan. The existing arrangements for community facilities at both Chesterwell and Severalls are greatly welcomed. Should examination of known provision versus identified need conclude there are shortfalls MCC will work with CBC on its commitment to community facilities.

condition i. states "An alternative community facility to meet local needs is, or will be, provided in an equally or more accessible location". Accessibility is not the only criterion that needs to be met in the case where developers argue that alternative facilities exist. The alternatives need to be able to provide the same activities, not to have any additional restrictions on who may use them (e.g. need to be introduced by members in the case of club facilities and need to be adequate access for the disabled.

COMMENT The University of Essex represented by The JTS Partnership LLP (Mr Nick Davey)
The University seeks clarification that, although it opens up a number of its facilities for community use, its assets would not be the subject of Policy DM2. If this is not the case (i.e. if its facilities would be subject to Policy DM2), then this would act as a disincentive to allowing continued community use.
