COMMENT Essex County Council (Matthew Jericho)


ECC recommends that the Draft Plan include a specific policy which requires all new dwellings and non-residential buildings to be served by at least a 'superfast' broadband (fibre optic) connection. It is noted this is included in Part 1, but a more detailed policy should be included in Part 2 of the Draft Plan. CBC is referred to Policy CP3 from the Tendring Draft Local Plan, which recently finished public consultation. This was strongly supported by ECC. COMMENT Natural England (Kayleigh Cheese)


Include new policy to protect soils as development has a major and irreversible impact on soils. Mitigation should aim to minimise soil disturbance and retain as many ecosystem services as possible Refer Defra Code of practice for the sustainable use of soils on construction sites. See Annex 1 for additional information on Soils.
Best and Most Versatile Agricultural land (BMV)- The plan should safeguard the best and most versatile agricultural land (Grades 1, 2 and 3a in the Agricultural Land Classification) as a resource for the future in line with paragraph 112 of the NPPF.
