There are long standing access problems to the A12 at this location. These should be looked at before these sites are allocated. A possible solution may be an all movement junction to the north of Kelvedon. This could have an affect on traffic movements over a large area, which would need to be carefully assessed before any firm conclusions could be drawn. Consideration would also need to be taken of the A12 and A120 widening proposals.

Tiptree policy SS15 para 6.195 refers to Kelvedon station and states that Tiptree has a reasonable bus service............. But no mention that there is limited or no service to Kelvedon or Witham - I think it should!
Under para 6.201 Colchester refer to their housing trajectory which includes Grange Rd and the Wilkins site but does not include Chapel Rd, we may want it to, unless these form part of the 600 dwellings under the neighbourhood plan!?

The Tiptree map does not show open spaces behind Winston Avenue and Chapel Lane. The map also refers to open space at Thurstable School, but this has very limited access to members of the public.

We agree with Policy SS15's target of around 600 additional dwellings. However, we foresee problems with the broad areas of growth indicated by the arrows on the Tiptree Policy Map.
Firstly, these will be an unnecessary constraint on the Neighbourhood Plan. Secondly, we believe that three of the broad growth directions shown on the Policy Map are unsuitable.
Our clients' site 193 could provide 50-60 dwellings in a sustainable location. The site has defensible boundaries, there are no constraints on availability, it is in one ownership and can be made available early in the plan period.
