The designation of new, and the enhancement of existing, open spaces in Tiptree should be a key consideration for the Neighbourhood Plan. By its very character, Tiptree has a rural character and it is important that its recreational spaces are enhanced, to meet the needs of its residents. TIP12 would provide a valuable additional resource, in terms of open space/playing fields for the benefit of the community, either stand alone or as a shared asset with Tiptree Heath Primary School.

We would welcome the opportunity to have a dialogue with the TNPWG regarding the potential capacity of the site TIP12 to accommodate a suitable housing density that not only makes efficient use of land and which relates to its context but which can accommodate junction improvements, new road connections which will mitigate traffic near Tiptree Heath Primary School and provide amenities and open spaces for the development of TIP27, TIP01 and TIP03 as a whole.

Many community facilities are already stretched and through new development there is an opportunity to secure new or upgraded facilities to enhance this local provision significantly. There are several areas of special habitat in Tiptree, most notably Tiptree Heath. We understand that ecological surveys are essential as well as archaeological considerations, given the history of the Colchester area. We are keen to have an open dialogue with the TNPWG, to ensure that the future use of the developed land enhances the natural environment and provides amenities that the community can utilise without harming any existing habitats.

The Tiptree Neighbourhood Plan will need to address, at a local level, the priorities for local infrastructure enhancements. This may include new roads/junctions to alleviate pinch points, healthcare provision (as the current provision is already stretched), education (to ensure both primary and secondary provision is sufficient) and amenity spaces.
It will be important to work with both benevolent land owners as well as developers to form a partnership to ensure these requirements are delivered in a timely manner for the community.
