Representations on Preferred Options Local Plan - SS2: Land East of Birch Street

Representation ID: 2921

OBJECT English Architecture (Mike McGarr)

Birch Business Centre should be allocated for housing. There are two businesses which operate from the site and both of which are relocating to Severalls Business Park. The site is favourable to the preferred site.

OBJECT Mr & Mrs M Collett

For a village devoid of basic provisions (inadequate medical provision, pressures on the school & gradual decline in services and provisions for young and old) and without extensive infrastructure considerations in the local plan, it seems somewhat surprising that proposals to build further housing are considered. We therefore urge the council to re-think these proposals and reject the plan.

COMMENT Highways England (Mark Norman)

Development on the scale proposed here is unlikely to have a severe impact on the Strategic Road Network.

SUPPORT Trustees of the Noble Settlement (Nicola Bickerstaff) represented by Strutt & Parker (Mrs Nicola Bickerstaff)

The allocation of the site to the east of Birch Street is supported. The size of the site to deliver 15 dwellings is appropriate for small scale incremental rural growth. Indicative layouts have been prepared and two feasibility options are presented.

COMMENT RSPB (Mark Nowers)

It should be acknowledged that the site will require screening under the Habitats Regulations 2010 (as amended) due to proximity to the Abberton Reservoir SPA and Ramsar site, and that, if required, mitigation for in-combination impacts could be provided through developer contributions to a strategic mitigation scheme (see our comments on SG8).

COMMENT Historic England -East of England (Ms N Gates)

SS2: Birch

Consideration should be given to the setting to the rear of the grade II buildings of the Hare and Hounds Public House, Heath House and The Manse in respect of the proposed allocation. We also note that Birch is on the Conservation Areas at Risk Register.

OBJECT Mrs Loess Overbury-Tapper

Concerns that the village lacks infrastructure to support new housing. For example the school is at capacity and the village shop and doctor's surgery have closed. Furthermore the local bus service is under threat. The location of the housing would be unsightly.

OBJECT Birch Parish Council (Mr Condron) and 1 other

Concern that the village does not have enough services to provide for additional housing including a lack of shop and doctors surgery. Furthermore the school is at capacity. Another concern is the road which is dangerous at school pick-up and drop-off times.

Representation ID: 2401

OBJECT Mrs Mavis & Eric Hall

There is a lack of services and facilities in the village to support further housing and any additional housing will lead to traffic issues on a road which is already a traffic hazard.

OBJECT Mr M. J. & D. Collett and 1 other

No further housing should be considered in Birch due to the lack of medical facilities, a lack of capacity at the school and the general lack of services in the village including the under threat bus service.

COMMENT Essex County Council (Matthew Jericho)

Developments totalling 15 dwellings during the Plan period would generate up to 5 primary aged pupils and up to 3 secondary aged pupils. At primary level Birch Primary School, which serves this area, could accommodate this level of growth. Cumulative impact of village growth could result in requirement for further secondary capacity. Early Years and Childcare Comments- There is existing capacity in current facilities and growth can be accommodated
