It is recognised that orchards are important habitats for flora and fauna and recent campaigns have attempted to protect and conserve as many as possible. It is disappointing therefore that the orchard at Irvine Road although designated as a local site (Co 97), has been allowed to deteriorate. This site should be managed as a local site and removed from the list of preferred options for development.

Policy WC4 safeguards allocations on the policies map for residential uses, subject to satisfying specific requirements.
The MOD objects to the omission of the Middlewick Ranges site from policy WC4.( or EC3?). The previously developed site is considered to be in a suitable location; and forms a logical extension of the Colchester settlement boundary given the surrounding residential land use. It is located in a sustainable location with good links to transport and key facilities.

My client supports the proposed allocation of 'land at Gosbecks Phase 2'. There are elements of this policy that my client has concerns with (detailed in submission).
The following changes are recommended to overcome these concerns:
Amend the first bullet point to read 'Approximately' 150 new dwellings of a mix and type of housing to be compatible with surrounding development. Remove 'up to'
Delete the fifth bullet point as this is a matter that will be covered during the planning application process.
Complete the unfinished sentence in paragraph 6.86.

Developments totalling 308 dwellings during the Plan period would generate up to 92 primary and up to 62 secondary aged pupils. Primary provision in this area already expanding. Further expansion of primary provision required to accommodate this level of growth.
Plans to expand The Stanway School and The Philip Morant School by 2 forms of entry each to meet growth already planned. Development of the former Alderman Blaxill School site would allow the provision of additional secondary school places to serve this area.
Area could absorb additional demand for childcare places. Bullet point on SuDS required.

This site should be left outside of the site allocations. It is an area of natural beauty and local residents enjoy this being part of their urban area. The site is an important green lung in a densley populated housing area and therefore should be removed.
