The respondents support Policy SS15 and the broad areas of growth shown on the Tiptree Policy Map.
The respondents share the Council's view that Tiptree is a large settlement, which is well served by education facilities, leisure, food stores, public transport and employment opportunities. These qualities make for a sustainable settlement where some additional growth should be supported. The allocation of 600 residential units to be delivered in the broad locations identified through the Tiptree Neighbourhood Plan (TNP) is also supported.
The respondents broadly agree with the policy criteria set out for Policy SS15, which directs specific requirements to be delivered through the TNP. However, the 5th criterion should be amended to include the provision of additional employment land allocations. The existing allocation of additional employment land at Tower Business Park has not materialised, despite twelve years of formal Local Plan designation. It is understood that this land is in multiple ownership and has no access to the highway network, as such it is considered to be entirely undeliverable, which is borne out by twelve years of inactivity.
